Catherine Phillips, JD

Catherine Phillips is a seasoned healthcare policy strategist and advocate with extensive experience in navigating complex regulatory landscapes and driving impactful policy initiatives. With a career spanning senior leadership roles in globally recognized organizations, Catherine brings a wealth of expertise in healthcare innovation, government affairs, and stakeholder engagement.

In her recent role as Senior Director at Genentech, Catherine spearheaded federal policy strategies on critical issues, including health equity, corporate taxation, and intellectual property, ensuring alignment with the company’s leadership priorities. She excelled in building broad coalitions and fostering strong relationships with policymakers to amplify the company’s influence in Washington, D.C.

Prior to Genentech, Catherine served as Senior Manager at Biogen, where she developed corporate strategies to achieve legislative milestones such as the 21st Century Cures Act and Newborn Screening funding for Spinal Muscular Atrophy (SMA). Her leadership extended to engaging congressional leaders, federal agencies, and other stakeholders to advance public policy and regulatory goals.

Catherine also has a strong foundation in legislative processes from her tenure on Capitol Hill, where she worked as a Legislative Assistant in the U.S. Senate. During this time, she managed portfolios for major committees, launched bipartisan caucuses, and contributed to drafting legislation signed into law under the Affordable Care Act.

A graduate of Duke University and the University of North Carolina School of Law, Catherine complements her professional achievements with community involvement, including serving as a Chair of the Board for Washington, DC-based Lucky Dog Animal Rescue.
